The joining of woe, "A feeling of extreme depression" and balls, "Can be used to express anger, disappointment, disgust, etc" to describe situations that require something more hard-hitting.

Person 1: "Did you hear about that ginger dude? Turns out he's also got syphilis"

Person 2: "Utter woeballs for him then!"
