A strumbum is a homeless person who often provides some sort of music for very little cash.

On the way to the movies, I saw a strumbum playing the recorder, so I gave him 50 cents.

Can be extended to be used to describe scenery or an event.
Probably not the correct word to use if you're trying to be cool in front of friends.
