It reffers to a being of immense power who uses the power of the oculus creaturae to watch over the Nexus with its conterpart Aon or Hindu who uses the power of the oculus exitium. Runtah's power is observed in legends to be greater than any others with the exception of God, Jesus and tying with Aon.
