Race-baiting 

The act of using individual example(s) of bad behavior to demonize an entire race or ethnic group and in order to gain the support of racists and/or bigots, most often in the context of politics and stoking racial hatred of minorities for political gain.
Implying that a violent criminal like Willie Horton is representative of most Black men is just race-baiting. You can't demonize an entire race based on the crimes of one individual!

Someone who intentionally tries to inflame racial tensions.

A person who deliberately and/or maliciously says something (regarding race) they know is not accurate in order to create dissent.
Person 1: "That white cop shot the suspect because he was black"

Person 2: "No he didn't. He shot him because he pointed a gun at the cop. You sound like a Race Vulture.

Race Hustler 

A term coined to describe those individuals of a particular race who project themselves into the media spotlight as spokespersons whenever there is an alledged racial incident which involves their race. The use of the word "Hustler", included as a part of the term, also implies that these individuals expliot a racial situation to serve their own interests.
Recently, this term has often been used to describe the Reverends Jesse Jackson and Al Sharpton as "Race Hustlers".

A food native to Pittsburgh/Western Pennsylvania in which cubes of pork and/or veal are put on a short, wooden skewer, breaded, then baked and/or fried.

I've heard that city chicken originated during the Great Depression, when folks didn't have enough money to buy full cuts of meat, so they assembled meat scraps on a wooden skewer, creating a make-shift drumstick. Hence the name.
