A variation of the term NPC. Someone who has such a little effect they may as well be replaced by a traffic cone.

Somebody who does nothing and thus could be replaced by a traffic cone

A: Matteo is such a Potlong, he gets 0 kills.
B: Yeah, he should get back to playing Fortnite.
