Individual whose laughable attempt at fashion whilst being broke is an embarassing combination of :

A.) Liberachi's flamboyant, gaudy style I.e. rediculous amount of rings and necklaces.

B.) That very same jewelry being of dubious quality I.e. Busted ass, shabby, ill fitted, or costume jewelry most likely obtained from Goodwill or any bargain/discount store. Possibly someone's grandmother or Wish.com depends on their access to some one elses bankcard, since they most certainly dont have enough income on a regular basis to justify having their own credit line.
