The kind of super-sticky booger that sticks to your finger. When you go to flick it off, it then sticks to the other finger or thumb that is flicking.

Keith went to shake my hand, but I wouldn't touch him because he had a fleppel on his finger.

Hot Flepper Soup

Hot Flepper Soup is a soup made with only flour, pepper and water. It could also be described as a really thin roux.

1/4 cup AP flour
1 Tbsp(or more, depending on taste) of black pepper flakes.
1 1/2 cups of water

Take a small pot and place over medium heat.
Add flour and pepper.
Slowly pour water over the flepper mixture and until it becomes the consistency of glue.

Let simmer for 45 seconds.
Add rest of water slowly, let come to a boil for 15 -25 seconds then remove from heat.
Let cool for 3-5 minutes.
Eat. Enjoy.

I was so broke last week that all I could afford to eat was some hot flepper soup!
