The term originates from the fact that Mr Blair was famous for conveying facts in a manner that was not uncommonly untruthful. For example he lied to the British people telling them there was intelligence that Saddam Hussein had weapons of mass destruction capable of being launched to the UK in 45 minutes. The truth was there were no WMD and the lie took the UK into war with Iraq along with the US.
