A play on the word goldilocks. This is used as an insult to a bald person specifically.
In this insult is actually two parts:
"baldi" refers to calling someone bald but isnt the most offensive aprt unless they really are a fine with being called a nonce.
"nonce" refers to them being a paedophile

this insult is best used at people who are:
A) in a position where being called a paedophile would be a serious accusation such as a teacher or paediatric nurse
B) very clearly insecure about them going bald especially if they are currently balding and not bald

church hurt
