Elaine thought jun misspelt the word “uncomfortable” but little does she know, uncortable is the shortcut version and means exactly the same thing; only if written on paper in a hospital bathroom door.

It means ungovernable.

It's a combination of English and slang Filipino; the prefix and suffix "un-" and " -able" + the slang word "gorn" which translates to govern with added nuance of those who profess to favor freedom, yet depreciate agitation; men who want crops without plowing up the ground.
