It means ungovernable.

It's a combination of English and slang Filipino; the prefix and suffix "un-" and " -able" + the slang word "gorn" which translates to govern with added nuance of those who profess to favor freedom, yet depreciate agitation; men who want crops without plowing up the ground. They want rain without thunder and lightning. They want the ocean without the awful roar of its many waters.
