A not-so-small african american equipped with a jetpack (usually from cleveland) that partakes in such acts as taking handicapped parking spots from the elderly at McWal-Mart. You know the guy at KFC that orders 20 dollars worth of chicken? Thats them. Usually night-wanderers wearing black masks (or just their faces?) and are the most likely to be struck by traffic. Can't use the metric system.
