Forced eviction of a rent controlled apartment, for the purposes of renovation and upgrade the property.
Often done by private landlords with apt units in their primary
home, for the purposes of moving a 'family' member into the
unit, and converting rental space back into a quasi single family
home again. However, often these units will eventually rent for far more
money.
Tennants often have no recourse because the rental unit lease or intent to rent letter is enough to allocate funds from welfare but not legal enough for LTB Landlord tennant Act.
Police will not press charges on land lord because the do not understand that the lease itself is ilegal/criminal and the LTB expects
police to press charges and not a civil case. LtB won't hear these intent to rent agreements which in some cases are over 5yr tenancies
