The name of a fictional race of aliens from an Alan Dean Foster book of the same name. The society of the Quozl's was one of absolute non-violence. How this manifested itself into their society is that aggressive actions could be responded to, but the first individual to draw blood was deemed the loser.
A generalized concept is; "provoke a reaction to permit an over-reaction"
