A word used to describe someone who embodies a specific type of queer vibe. This person has a flair for the dramatic, an evil laugh and/or evil agenda, a fabulous wardrobe, and a taste for jazz music, hence the jazz hands.
Also can describe how someone uses these vibes to accomplish something.

Old news. Originated on the internet circa 2005 when it became old news to report the headline "Jazz Band Covers Aphex Twin" in reference to The Bad Plus' version of Richard D. James' "Flim."
A cabaret-style dance move, popularized by the musical "Fosse". Now used, usually ironically, to express excitement, glee, razzle dazzle, etc.
The move is performed by tilting the head slightly, shimmering the hands with fingers splayed either side of the face and crying "Jazz hands!" with an enthusiastic smile. Think Jack from Will and Grace.
Also *JAZZ HANDS!!!* used as an expressive punctuation on blogs and bulletin boards.
