A person that says the word "Huzzah" way too much. Usually followed by a "!" this person uses the word "Huzzah" to express joy, excitement, or a lack of interest.

A combination of the words "Huzzah" and "Retard".

Person 1: "I went to the grocery store"
Person 2: "Huzzah!"

Person 1: "Shut up you Huzzard"

The Dukes of Hazzard was the best TV show in the late 70's and 80's.
