Someone that lives in a dirty, scummy place, has trash all over their yard ( like a Horder but not as serious ). The most hillbilly, redneck inbred, fucked up people. They probably do sum meth or crack on the side. They can't dress for shit, and they look homeles.

hallrat

A variation of the mallrat. A surly teenager who spends all of his or her time hanging around - on, next to, underneath the town hall steps in small clusters. Typically seen sitting around glaring at passers-by and smoking but throughtout the duration of the day does not actually engage in any other activities. If bored by Town Hall, they typically gather up friends and head to Hyde Park for a change of scenery and to sit and smoke closer to nature.

A term for Washington congressional staffers on Capitol Hill. As often as not they are arrogant, and can be abrasive and abusive -- particularly when constituents show up with complaints about how they get screwed by stupid laws passed by their bosses.

A hill rat is usually a parasite.
