Your telling a group of people or someone who is hyped about something/someone to calm down, its not that serious or relax.

Joe: Son, im really gone to fight that dude.
Adam: You need to chill lay lay with all that.

To not go with the crowd. To do your own thing. If you dont wanna deal with somebody or dont need their drama u say im going lay chill. Or if someone blows you off then later wants to hang ya no im going lay chill.

The midget mafia blew me off earlier then wanted to call me last minute asking for a favor. Nah dude I am just going lay chill."
