Beebo is Panic! at the Disco's lead singer Brendon Urie's nickname based on his middle name Boyd. He has said it himself that it does not make any sense but his super fans continue to call him Beebo. Urie is Brendon's last name. Brendon Boyd Urie, therfore, he is Beebo Urie.
