A group of individuals attempting to make decisions while drunk. Often leads to an extremely bad decision, or more likely, no decision at all.
We were going to order a pizza last night at the party, but the beeraucracy couldn't reach a concensus on toppings.

beukocracy
A beukocracy is defined as an autocratic form of control in which the gaming world, forums, or teamspeak is ruled by one person. Beukocrats believe that people are in perpetual disagreement whereby only the strong can survive by being online all the time, staying up late, responding to forum posts, and by constantly asserting themselves in conflict against the weak. Beukocracy recognizes no limits to its authority and strives to regulate every aspect of public gaming by spamming taunts to players they have killed or complaining about decisions by admins. The word is loosely based on Jeff Beukeboom, a former NHL defenseman.

A body, usually a governmental entity, that exists solely to make difficult the receiving of permission for an action which should be simple, but required.
I need to work in 4 Canadian provinces, so I need to get work permission from each burrocracy, not just the Canadian government.

A sunburn or suntan focused on the left arm. It is caused by the left side of the body being the only half that gets exposed to sunlight while driving. Presumably, it would be located on the right side of the body in countries where they drive on the left side of the road.
