To put a person to death in an electric chair (which in early embodiments were operated from an AC power supply). The attachment of Mr. Westinghouse's name to the electric chair was a form of negative advertizing devised by Thomas Edison.

Means the same as the phrase, "just to be sure"; the "it's Westinghouse" part originated from television commercials for Westinghouse Electric in the 1950s, who's catchphrase was, "You can be sure, if it's Westinghouse".

westinghousing 

Westinghousing was a late 19th century slang term for the death penalty administered by electrocution in the electric chair. This term is attributed to Thomas Edison by some historians. Edison advocated a direct current system and Westinghouse advocated an alternating current system. Edison suggested alternating current be used for electrocution because he felt AC was more likely to be lethal. Edison sought to discredit Westinghouse by this use of AC.
They will be westinghousing Bill Smith in Sing-Sing tommorow. He'll be fried when they give him the volts.
