As of Generation IV, The TM in pokemon for the move swagger. Only as of Generation V, or more specifically the release of Black 2 and White 2, have people begun to realise the potential joke, causing everyone who says it to think that they are the first person to do so.

However, it was mainly popularized by Shofu, a member of the pokemon community on youtube, who created a parody song based on TM87.
