Being stared at offensively in public by a person (generally male) of latino descent.

Sally: Why are those Spanish guys staring at me like a piece of meat?!

John: Dont worry Sally, they are just Spictating.

2. A person who watches Hispanics

1. Jose was watching the tennis match, making him a bona fide spictator.

2. She was watching Jose watch the tennis match, making her a spictator.
