One who only smokes at bars, clubs or social events, generally doesn't purchase one's own cigarettes and must borrow from others.

Robert: Whoa I didn't know you smoked.

All of the socialism with none of the benefits. Poorly run society which take all of the resources and fails in its mission to distribute them fairly, if at all.
