A Sacramento pastime, event or establishment receiving high praise that would be considered average or below average in a city with more refined tastes. Used most frequently to describe restaurants.

Although all his co-workers raved about the fifty sauce-covered special rolls at the popular sushi restaurant, he found it to be overwhelmingly sactoverrated.
