A reasonably articulate person, who attempts to pontificate about anything or any issue...but can easily be shown to be totally wrong.

After listening to that person's explanation, they sounded good, but were completely wrong. What a Pontifinot.

Pontificate typically has a negative connotation but can be used positively as well.

Pontificatus Interruptus 

Since the position of Pope is required to be "usque ad mortem" (until death), when the Pope of Rome resigns, quits, or is removed from his Pontificate before his natural death, such leaving of office is known as Pontificatus Interruptus.

Due to his resignation from office, Pope Benedict XVI, whose previous name was title and name was Cardinal Ratzinger, will forever be known as Pontificatus Interruptus.

The act of speaking out for the purpose of hearing onself speak.
Posturing...speaking to people that don't really care what you say one way or another since you're speaking solely to front yourself as "someone in charge".
Speech or written communication that is generally pointless except to cast favorable light upon the speaker or author as if the message were a pronouncement from on high.
Usually full of shit.
