Phonecel 

Variation on incel, substituting the "in-" (for "involuntary") with "phone." Describes a person that is celibate because their social skills are damaged from chronic smartphone use. Related, though not to be confused with, boomers claiming kids these days try to read books by swiping.
A bunch of hot girls walk by the phonecel.
Observer 1: "Hey, check out that guy over there, with all the girls. See his screen?"
Observer 2: "Dude, is he looking at boobs on Instagram? He could literally just look up for two seconds. Phonecel!"

The act of dialling a number, allowing it to ring for just long enough for the person to get their phone in their hand, and then hanging up, forcing them to have to call you back and spend their own money/credit on the call.
