Someone who rejects right-wing conservatism and left-wing progressivism equally. An updated or new classical liberal -- not just politically, but also philosophically and culturally. New Liberals or neoliberals reject both Rightist moral dogmatism and Leftist moral relativism -- both the pre-modernist religious Right and the post-modernist socialist Left. They generally favor both economic freedom (like the Republicans) and social and personal freedom (like the Democrats). New Liberals tend to believe in (1) the philosophy of reason and science; (2) the ethics of individualism and self-interest; (3) and the politics of liberty and capitalism. Most lean toward atheism, hedonism, and libertarianism.
Historian Victor Davis Hanson and atheist Sam Harris are examples of New Liberals, as well as many current writers who favor the literature of the Greek, Roman, Renaissance, and Enlightenment classics.

As described by UC Berkeley economic historian and defender of neoliberalism Professor Brad DeLong, this "ism" has two main tenets:
"The first is that close economic contact between the industrial core of the capitalist world economy and the developing periphery is the best way to accelerate the transfer of technology which is the sine qua non for making poor economies rich (hence all barriers to international trade should be eliminated as fast as possible). The second is that governments in general lack the capacity to run large industrial and commercial enterprises. Hence, except for core missions of income distribution, public-good infrastructure, administration of justice, and a few others, governments should shrink and privatize."

The classic neoliberal success story is Chile, which under Allende was a socialist democracy. Under Pinochet, the man the neoliberals brought in to replace him, it was a capitalist dictatorship. Famous for fighting with Argentina over uninhabited islands of no strategic importance. Also known as Thatcherists or neoconservatives.
Ultimately, both parties are neoliberal. It just happens the Demos use some lube when they fuck the world.
