A person who seems to be sporting a questionable tattoo on the side of their head, face or neck area and looks to be mentally impaired (well you would be if you had a tattoo anywhere above your shoulder).

Look at that woman with the tattoo on the side of her neck, she looks like a right necktard!

A nerdy-geeky-retard. Generally used as an insult for someone who is too retarded to be a nerd/geek, but still does nerdy/geeky activities e.g. star trek convention. but can also be used as an insult for anybody.
