"Layer 8" refers to variably the "political", "management", "lawyer", "business", or "money" layer, or some other element the speaker wishes to be denigrate as being technically irrelevant and therefore stupid. Nearly always followed by the word "issues" or "problem".
Not only was the ISO protocol stack technically over-engineered, it became far too embroiled in Layer 8 issues to ever become useful.

Yes, some of our Exchange users need IMAP, but some moron in the security group thinks it isn't "secure". It's a Layer 8 problem.

Normally, during troubleshooting procedures, a problem can be broken down and categorized into one of the lower seven layers. When an issue is of an unknown origin, cannot be resolved, nor can it be explained, it becomes a layer 8 issue, and is pushed aside as unsolvable.

In networking, the OSI model splits the communication between systems into 7 layers, where the 1st layer is Physical layer and the 7th layer is Application layer. The term “Layer 8” is usually used to refer to the user.
