A person who stutters on vowels only when trying to speak. Usually found in kitchens in old folks homes.

Brian - "HeeWeeShee"

Waitor - "What?"

Brian - "IIIIIIUUUUUWee"

Waitor - "huh? Just give me a salad - iceberg lettuce only, you stupid ass!"
