someone who talks and acts ghetto but for some reason is stupid as hell they speak a foriegn language called ghettoniese and this person also sometiomes acts like a dumb blonde this person's name usually starts off with a J.

Jazmine is so ghetto and stupid i think she has Ghetto Retarted Syndrome.
