Finifugal 

A finifugal person is afraid of finishing anything and is also known as a procrastinator that never finishes anything.

Student 1 - Hey, why don't you finish that assignment?
Student 2 - What if I hand the assignment in and I had forgotten to add something? Or if I make a mistake? Or if the teacher wants something more in it? God no, no, no, no, no, NO I CAN'T let that happen. I am NOT handing in the assignment
