A more modern and specific variation of cat lady.. a frustrated, childless, often incel individual who typically hangs out on social media, espouses very left-wing views, thinks of their self as a snark queen, and owns pet(s) that - in the most literal sense - take the place of actual children in their life.
The term comes from the hundreds of profiles of liberal/feminist women claiming to be the "mother" of small dogs - which is most common - but can also apply to all genders as well as obsessive owners of cats and other animals.
