A person who doesn't care about others and tends to lie a lot and pretends to be nice. Selfish and manipulative bastard who often plays the "sensative guy". Used in Balkan countries.

chephyr 

A hallucinogenic narcotic similar to speed that is made in Russian prisons by boiling tea leaves down to a black sludge.

I know a guy who drinks zavarka (tea concentrate) without watering it down, but it's still not as potent as chephyr.
