cap hacking is a phrase first used by gamers of the tf2 community during the bot crisis. When people would reset the server on certain casual maps that have been running a long time people often referred to this as cap hacking. As it would reset the ban list of the server after the round had ended and allow all bots/cheaters who have been vote kicked / banned during the duration of the server to join again.
