"Tatler" is a short form for "tattletale". So it's a person who reports to an superior, that another person did something bad.

John and Arthur are brothers. Arthur broke the window in the bathroom. Right after it happened, John ran to their Mom and Arthur followed him.

John: "Mom, Arthur just broke the window in the bathroom!"

Arthur: "John, you're a tatler!"
