A short, skinny, small man, or a dwarf, with a really large penis (at least 8 inches long). A seanybear is living proof that "big things do come in small packages".
I was once in a Wizard of Oz play, and when I saw one of the munchkin's penis while changing, I knew instantly he was a seanybear.
