A government stooge who is too "chicken" to actually do much if any good for John Q. Public or otherwise go up against da powers-dat-be to push for any meaningful change or progress.

Mayor Red Thomas claimed in 1955 dat "progress was his middle name", but seeing da deplorable shape dat Hill Valley ended up in 30 years later when Biff Tannen began largely running things himself, Red appears to have actually been nothing but a wimpy-a**ed pulletician who basically allowed "da luckiest man on Earth" to debauch things as he pleased. One has to wonder if maybe this lack of "progress" was what drove said political failure to become da town drunk by dat time?
