pretty much means exactly as it says, this refers to a person who has the personality qualities of both a mofo (motherfucker) and a mentally retarded person.

he was aware that he had promised her he would return at 11:00am, and even though it was 1:30pm, mitchell was still not back, and he waited another 45 minutes to call her.

it can be said that mitchell's inconsiderate and irresponsible actions made him a mofotard.
