The act of deceiving or playing someone in a non-harmful, teasing way, generally to cause amusement. Usually preceded by some form of light sarcasm or untruthful phrase.
"Hey man, your mom said that if you don't let me eat your pizza she's going to take away your car for 9 weeks."
"SERIOUSLY?"
"Nah, I'm just kodding."

The name Judy comes from Judy Sheindlin, the no-nonsense judge from the American reality tv court show “Judge Judy
When someone says they are “Judy kidding” they are actually completely serious.
