Being in a situation SO screwed that there is no hope of recovery or clean withdrawal. also see FUBARnext stage up from Cluster Fucksimalar to goat rope.

Everybody was instructed to not fire until authorized by HQ (head quarters) while taking heavy incoming fire from the next block. The soldiers wondered how to get out of this Goat Fuck situation.

After things start out with good intentions and become completely screwed up beyond all recognition. Goat Fuck is beyond a cluster fuck, worse than a FUBAR. Continued attempts to correct the situation only make the situation worse and more embarrassing.

Term believed to be originally coined by G. Kirker around 1998 in Tennessee.
