Drizzerable 

I'm a TV Weatherman in Houston, Texas always trying to figure out the best way to describe the day. Years ago, I came up with 'drizzerable' to define just that: a miserable, drizzly day that was gloomy and yucky. Frank Billingsley, KPRC-TV

Cross between dismal and miserable, especially for describing cold grey rainy weather.

It was another dismerable day of grey skies and light rain, cold and windy.

Drizzerable 

A miserable feeling caused by extended rain or drizzle. Also, any depressed mood caused by the weather. The term does not describe a weather condition, rather an emotional state caused by the weather.

I was drizzerable living in Seattle.

Q: "Cold enough for you?"
A: "I'm just drizzerable"
