Chiggly mean's to be in the state of chillin and being giggly at the same time...

A person who is upset/sad and crying and someone else gets them to giggle, so they are crying and giggling at the same time.

Jen was pretty upset/sad and crying and her friend Rudgel that hates to see her cry said something that made her giggle. So she was CRIGGLIN, laughing and giggling at the same time.
