Zakoota is a character from old school Pakistan drama series from for kids.
Jin means ghost, a supernatural thing that has super power to make thing disappear.

Both terms combined are used for corrupt officers from Pakistan's civil services. These people can make trees, case files, workers and millions of dollars vanish from records in a snap of finger.
