It is usually used as an exclamation.

Vootie originated in 1955 in a Mad Magazine parody where Dave Garroway's chimp (J. Fred Muggs - who also painted a cover for Mad) takes over the show. Instead of Dave's signoff, "Peace", the monkey said "Vootie". It was later used in 1996 as an exclamation in Star Control 3 by a race called the Xchagger.

All purpose exclamation of elation, pleasure, joy, surprise, or other positive emotion...no proper usage of the word Vootie requires git-type !!1!!one after it. Vootie! is the correct form.

a gereral purpose term used when no other word is avaible such as "um", it is given emphasis by the number exclamation points added after it and whether or not it is capitolized. the number 1 may be added after the third !
commonly used by Klokwurk and AlysWhitil at Gamefaqs.com in place of "bump"
