The Ustaše regime carried out systematic persecution and mass murder through beheadings, torture, and mass shootings. The atrocities were so extreme that they sometimes shocked even German commanders.
Primary Victims: The main targets were the Serbian Orthodox population, Jews, and Roma, as well as anti-fascist Croats and Bosniaks. The Ustaše policy for Serbs was to "kill a third, convert a third to Catholicism and drive out a third".
Concentration Camps: The Ustaše established and operated their own network of some 22 concentration and extermination camps within the NDH, unlike other Axis puppet states where camps were German-run.
