When someone asks if you party they are asking if you do cocaine or meth, which are two of the most common drugs used in Los Angeles.
Someone comes up to you and asks "Do you like to party?". To which you smile and say yes. You then follow them into the bathroom and lock the doors that cut up some lines and snort cocaine.
