A derogatory term for a small person, whom may or may not be named Steve.

Smeve is the act of consuming alcohol by absorbing it through your tongue. It may look odd to the outsider but smeve is a very easy way to get drunk without the work. All you have to do is stick your tongue in the alcohol and have a great time.
