The practice of the US (and international) correction system to make money off of imprisoning as many people as possible into privately run penitentiaries and coercing local law enforcement into arresting small-time offenders, colored people, protesters, gay people, homeless people and other minorities for made-up charges to guarantee the prisons are never empty.
