you get too slaphappy after
a) you have had too much mountain dew
b) you have been at a sleepover and it's really late
c) you have been on the phone for way too long
everything becomes funny, even if it isn't.

phone buzzed

a) After chugging 4 mountain dews Tom thought his karaoke singing was the best in the world. Everyone could tell he was a little phone drunk.
b) It was 1 o'clock in the morning and when Chelsea laughed at the dog eating chocolate, we all thought she was phone drunk.
c) After an hour on the phone Sandra and Lily were laughing at the oddest things. They were a bit too phone drunk.

A person who spends too much time on their phone or has their head in the phone all day.

Second meaning: a person who is "drunk" over watching too much "adult films" on their phone.

Guy 1: Dude, check out this video of an elephant!

Guy 2: Ugh bro, you have been showing me so many videos on your phone, you're such a phone drunkie.

Guy 1: I watched these hot videos on my phone all day dude, it was the best.

Guy 2: God dude, you're such a phone drunkie, just stop.

Drunken Phone Call 

The phone call you make when you are absolutely smashed, to a person that you really love but have been recently a dick towards him/her. Usually during this phone call, you apologize and let the best of you to come out so you can say safely afterwards "I'm not a nice guy, that was the alcohol talking". Drunken Phone Calls are usually made by guys to their female friends.

-Him: Hey I know I have been a dick the last few days, sorry about that. I don't know what I want sometimes. This is the nicest I can be, during a Drunken Phone Call.
-Her: It's okay. I still love you. Just do me a favor and don't sleep on the street tonight, will you?
